GENERAL RULES GOVERNING DRILL WITHOUT ARMS COMPETITION
- PURPOSE
- The Purpose of this competition is to test for
- Dress
- Correct drill movements
- Correct commands
- Prescribed routine
- DRESS
All competitors will be inspected prior to performing the routine. Dress will be marked as it applies to The Navy League of Canada regulations in effect at the time of competition. Webbing (anklets) may be worn by Squad Commander only
- CORRECT DRILL MOVEMENTS
All drill movements must confirm to that as prescribed by The Navy League of Canada in their drill manual in effect at the time of competition. NL(53)
- ROUTINE
The specific order of the routine to be followed by each team is listed in the Appendices to these rules.

- DRILL SQUAD
- The squad will consist of a maximum of thirteen (13) members (Cadets) as follows
- One (1) squad commander. Does not have to be a P.O
- Twelve (12) squad members as follows
- Four (4) Petty Officers MAXIMUM.
- Four Leading Cadets MAXIMUM
- Four Able/Ordinary Cadets
- If maximum quotas are not achieved for the Petty Officers and the Leading Cadets, additional Able, Ordinary and New Entry Cadets should be added to arrive at this prescribed complement. If the Squad Commander is a Petty Officer then you may have a total of five Petty Officers - (Qualified or Rated).
- The compliment of the squad may be less than thirteen (13) members. In cases where the total maximum is not achieved a set point deduction will be levied for each member missing. This penalty will be applied to each of the first three (3) elements of this competition. .
- In cases where the maximum rate representations are exceeded a set point deduction will be levied for each infraction. This penalty will be applied to each of the first three (3) elements of this competition.
- You may have two spares for the Drill Team. Their uniforms will be inspected together with the remainder of the team. Substitutions of team members will be allowed for medical reasons only. One Drill Captain only is allowed..

- OFFICIALS
- There will be five (5) judges required for this competition as follows:-
- Chief Judge
- Inspection Judge
- Front Rank Judge
- Centre Rank Judge
- Rear Rank Judge
- CHIEF JUDGE.......The Chief Judge is the supreme authority of the competition and they will generally be the Area Officer. They are responsible for
- Running the competition.
- Marking the Squad Commander
- Marking the compliance to prescribed routine.
- Compiling the final scores.
- INSPECTION JUDGE.......The inspection judge is responsible for the inspection of each squad and scoring of that inspection. They are also to record and verify improper rate representations and quota insufficiencies. .
- RANK JUDGES.........The rank judges (front, center & rear) are assigned by the Chief Judge. Each is responsible solely for scoring the correctness of the movements of those team members in the rank assigned. In cases where the routine requires formation of a single file, the Front Rank Judge only will score. In cases where two ranks are formed only the Front Rank Judge and the Center Rank Judge will score.
- The judges are not to interfere with or get in the way of the competing unit.
- The Chief Judge may also be the Inspection Judge.

- FORMAT
- The competition will consist of the following;
- Inspection
- Compulsory drill movements (first round)
- Compulsory drill movements (second round)
- INSPECTION.........Each squad will be inspected immediately prior to their competing in the first compulsory drill routine. In the event of sufficient judges being available, subsequent teams may be inspected while the previous team is performing their drill movements.
- COMPULSORY DRILL MOVEMENT......See Appendix for routine
- The use of drill prompters is not permitted.
- Additional attempts may be added to the competition if needed and time permits. One hundred and twenty five (125) points will be added to the competition total for each additional round added.

- EQUIPMENT
- The following equipment is required;
- Parade square ideally to be twenty five (25) metres by ten (10) metres. Actual competition size will be promulgated as soon as possible. Area Officers will set the size for Squadron Competition and the Training Officer will set the size for Provincials
- Six (6) flags or suitable markers.
- One (1) table with chairs (for chief judge).
- Five (5) clipboards with pencils.
- Masking tape
- The parade square is to be laid out as per diagram. See Appendix
- X for marker six (6) paces in front of the Chief Judge's table..
- X for Drill Captain on fall in three (3) paces in front of the Chief Judge's table.
- X Drill Captain's place for routine two (2) paces to the left of the Chief Judge's table

- SCORING
- Each squad will enter the competition starting with 350 points that are broken down as follows:
- Inspection-------------------50 points
- First routine-----------------125 points
- Second routine--------------125 points
- Overall assessment -----------50 points
- Marks will be deducted in the inspection as follows
- Insufficient members--------------2 marks per member
- Wrong rate representation--------5 mark per infraction
- Incorrect dress-------------------1 mark per infraction
- Marks will be deducted in the compulsory round first attempt as follows;
- Insufficient members----------------------- 2 marks per member
- IWrong rate representation------------------5 marks per infraction
- Improper compliance to orders---------------½ mark per infraction
- Improper commands-------------------------3 marks per infractionr
- non adherance to proper routine-------------2 marks per infraction
- Going outside of competition boundaries------1 mark per squad member crossing over
- Marks will be deducted in the second routine as outlined in article 6.3.
- Each team from a Corps with multiple teams will be scored independently
- Should the winning team be from a multi team corps there will be NO changing of team members for Provincials. The team which performs at Squadron will be the one for Provincials.
- The scores will not drop below zero (0) in either of the four (4) categories

- POINTS WILL NOT BE AWARDED
- The resultant score in each of the four (4) categories will be added together to determine the winner. The team scoring the most points will be declared the winner
- In the event of a first place tie, that tie will be broken by a drill off.

- COMPULSORY DRILL MOVEMENTS
The Chief Judge will announce the team whom is to compete. That team will form up in a squad outside and to the rear of the competition area. THIS IS WHERE THE MARKING COMMENCES. The Squad Commander then follows the prescribed routine listed below with the required orders being given. The Squad Commander must be in front of the squad for the General Salute and at the head of the squad when marching them off The Squad Commander will NOT march with the Squad while doing the prescribed routine. They are permitted to call the cadence.
