GENERAL RULES GOVERNING COMPETITIONS


  1. NOTIFICATION OF EVENTS
    1. The host corps must give a minimum of six (6) weeks written notice of a Squadron event date.
    2. Participating corps must answer promptly as to their participation. A reply to non participation is also required.
    3. Notification of the Divisional event date will be by NLC Chair giving as much notice as is possible.

  2. EVENT TIMING
    1. Competition events (Squadron) should take place between September 1st and March 25th at the Squadron's own timings. Commander to be advised if competitions are to be after 25th March.
    2. Competition events (Divisional) shall be held at one location for all corps and will consist of Semaphore, Drill and Seamanship.

  3. ENTRY FEES
    1. At the start of the training year (September - August) each corps will be assessed a fee covering the entire year's competitions. This fee covers keeper trophy procurement, competition trophy maintenance, event fees if any, plus possible refreshments.
    2. Squadron camp fees will be assessed separately.

  4. MEALS AND TRANSPORTATION
    1. Each officer and cadet is responsible for bringing their own lunch. The lunch will not be provided by the host corps or the squadron. The squadron will however, supply a soft drink to each officer and cadet.
    2. Transportation is the sole responsibility of each Corps. All corps are reminded that they must notify Ontario Division of their intent to travel and participate in competitions.
    3. Exercise careful judgement in the selection of individuals to drive cadets. Do not overload the vehicles beyond the safe and legal capabilities. Drivers should be responsible adults rather than teenagers.

  5. SUPERVISION
    1. Discipline is the responsibility of each Corps. The Area Officer or the Commanding Officer of the host corps will not assume the discipline enforcing roles.
    2. Each corps must do so with the accompaniment of at least one officer per fifteen (15) cadets. If a corps is sending both male and female cadets then one (1) male and one (1) female officer must be in attendance.
    3. Each corps is to have a least one (1) officer on duty during the lunch break.
    4. At Divisional competitions the regulation stated in 5.3 will be in force before colours and after evening quarters.

  6. DRESS
    1. All officers and cadets will travel to and from all events in uniform, and they will be attired in those uniforms for colours and evening quarters. Should the distance to travel be extensive, cadets may travel in civilian attire.
    2. For certain competitions cadets may change into sports rig for the actual event. The proper headgear must be worn except in those events where damage may result.
    3. The dress of the day will be authorized by the Area Officer or host Commanding Officer.

  7. SECURITY
    1. It is the host corps' responsibility to provide a secure location for the participants to change for competitions and store their belongings.
    2. In the event that a secure location is not available, guards must be posted. All corps will share in this responsibility

  8. COMPETITION TROPHY MAINTENANCE
    1. It is the responsibility of the corps winning an event to have the competition trophy engraved with the corps name and the year won.
    2. The Squadron will reimburse the winning corps for the engraving expense, upon the submission of a receipt.

  9. ELIGIBILITY
    1. Only those enrolled as Navy League Cadets within the current regulations may participate.
    2. Nominal rolls of competing Corps must be available and handed in to the Area Officer or the host Commanding Officer prior to the start of the competition. Failure to provide this nominal roll will result in disqualification.
    3. The nominal roll as submitted for the Squadron competition is to be forwarded to the Division Training Officer by 31st March.
    4. For Divisional competitions the Nominal Roll to be submitted will be that current in the Navy League of Canada, Ontario Division. If between the Squadron competition and the Division competition a cadet is promoted, penalties will not be assessed for improper rate representation provided that the representation was correct at the squadron competition
    5. It is preferable that a cadet NOT be a member of all three teams. It is the responsibility of the Navy League of Canada to encourage participation, teamwork and sportsmanship.
    6. Small corps, due to size, may have to include members in more than one team. They shall determine the best representation available and ensure that all members participate in something.

  10. SUBSTITUTIONS
    1. Squadrons are to have a medical officer present for those events in which a competitor may be injured, e.g. drill, swim meet, field day.
    2. If there is not a medical officer present substitutions will be permitted if the majority of the Commanding Officers present agree.
    3. Substitutions will be permitted in situations involving medical or injury. Substitutes shall be of equal or lower rate.

  11. DISPUTES
    1. One officer from each corps will be appointed by the Commanding Officer prior to the event to make any protest. Only this officer will be permitted to protest to the chief judge. That judge's decision is final. The only item that may be protested will be the circumstances and not the decision of the judge. A protest must be launched within 15 minutes of the infraction, by the appointed Officer. In NO circumstances are Officers to approach various judges or area staff members with complaints of competition results.
    2. The Chief judge's decision is final and non-disputable. Because of this responsibility they will be the overall person in authority.
    3. A dispute by anyone with an official does not look good in the eyes of a cadet and will result in the immediate expulsion of that individual from the competitive area along with a point loss.

  12. COMPETITION RULES AMENDMENTS
    1. Only one copy of the rule book will be issued to each corps. Loss or a request for additional copies will see the cost of providing them charged to the corps.
    2. Corps will be advised regarding updates to competition rules.
    3. Competition rules will be changed only once a year and must be distributed to all Corps and Area Staff by Dec. 1.
    4. 12.4 Changes to these rules will be approved by Area Officers and the Commander based on a written submission from the individual Squadron or Corps.
    5. 12.5 All Cadets and Officers are expected to act in a sportsmanlike manner. Any cheering or loud yelling is discouraged and, at all times silence will prevail during routines. Any Cadet(s) and/or Officer(s) that make disparaging remarks, noises, etc., of another will be dealt with under the strict harassment policies of the Navy League of Canada, much of which is stated in the NL(8) document. Teams may be subject to loss of position standing at competition end.

  13. DEVIATIONS
    1. Deviations will not be permitted to the competition rules except for those necessitated due to:
      1. Space limitations
      2. Quota limitations as necessitated for reasons of transportation and accommodations.

  14. ROYAL CANADIAN SEA CADETS
    1. It is recognized that Royal Canadian Sea Cadets are most valuable to Navy League Cadet Corps in assisting with training. The presence of these senior cadets at competitions is both welcomed and encouraged; however, they should do so in a proper manner. They should wear their uniforms and adhere to those rules which govern correct behaviour and appearance at these competitions.
